Photoshop 2021 giving an error message after opening a file on Windows 10

When I open PS2021 and open an image it loads correctly. As soon as I attempt to carry out any action I get an error message. My question:- Is there any advantage in uninstalling PS2021 and then reinstalling it again. I should note that PS2020 works fine. I am using a desktop running Windows 10. I carried out all the instructions outined abouve. I uninstalled all versions of Photoshop using the Adobe Clean Tool App and then downloaded version 20.3.0 once again. Sadly the problem persisted and crashed out no matter what action I tried. Eventually I downloaded version 20.2.0 once again in order to have a working version of Photoshop. I was unable to update the prefernce as the following error message appeared -- "Could not complete this operation because of a Program Error"
