Photoshop 21 on Catalina Not Hiding File Extensions

Hello,

I just upgraded to Mac OS Catalina. My Photoshop (subscription) upgraded itself to version 21.2.4. I normally don't use file extensions on my computer, so I have unchecked Show Filename Extensions in my Finder Preferences and I have selected Never Append Extensions in the Photoshop File Handling Preferences. But this Photoshop version appends a file extension whenever I save a new file, even if I erase the extension in the filename field in the Save As box before saving and even if I select Hide Extension in the drop-down menu on the left in the Save As box. This never happened before. Is this a bug? Thanks.
