Photoshop CC can't resize crop or open other tools

Hi - I just downloaded Photoshop CC on Windows 10. I'm used to using a mac, so not sure if I'm doing something wrong.

I tried to crop an image but it won't let me resize the area i'm cropping. I've cleared the ratio and reset the tool but nothing works. I click the crop tool, it outlines the image i have open, but I can't shrink or expand it.

I made a new adjustment layer to change the curves and it only lets me make one click. When I try to move the bar to change the curves, it only lets me make that one click.

Additionally, I can't change any of the tools on the toolbar. For example, I can select the dodge tool, but I can't click on it to get to the burn tool.

I hope this makes sense, I know it's hard to describe exactly. It seems like there is some sort of limitation set or something is locked up. I tried uninstalling and reinstalling. When I reinstalled photoshop, everything worked correctly for the first couple of minutes and then stopped again.

Aghhhhhh.

I found a solution.  I was having the same issue.  I had the crop window open, but it wouldn't let me adjust the size or move the crop around.

To quickly get it back to normal I did the following:

1. Grabbed the quick selection tool

2.  Created a box

3. clicked outside the box (to remove the box created)

4.  Went back to the crop tool


And it Works!

Hope you figured it out by now, but if you didn't, this worked for me.

After you select the crop tool, but before you drag out a crop rectangle, click the clear button on the option bar and the tool will behave normally again. You can reapply preset crop sizes, and it will continue to work.

It almost sounds like you might need to restart your computer. How much memory is on your computer? Are you running other applications at the same time? I had similar issues with computers with not enough memory or not enough hard drive space to use a scratch disc. This is just my guess.

Screen capture would be helpful.  Adjustment layer are adjusted  be targeting the and  using the properties palette to make the adjustment. If you hover over the  dodge tool it the timeout does not open the hidden tools like burn try a right click. If Photoshop seems to be not working  try hitting ESC some tool may be active and waiting for you to do something ESC should cancel that.  Screen captures would be helpful
