Will not update, I am running windows 8.1 with LOTS of available GB.

Tools freeze multiple times in a session requiring on going tool resets.

Program crashes when I try to close it.

Many spinning wheels.

No tech support only the run a round on the website.

Anyone have a phone number to tech support?

Of course then continue to charge me monthly...

Almost certainly due to a sick operating system, but these steps will give you the best chance of fixing it.

    Run the System File Checker

I am not sure if this ever manages to  fix a sick Windows installation, but give it a go.

    Uninstall Photoshop.

    Run the cleaner tool.

Use the Creative Cloud Cleaner Tool to solve installation problems

    Restart your computer

Make sure the desktop Application Manager is up to date.  This is what mine shows:

Close the Application Manager and restart it as Admin (via right click)

    Install Photoshop.

Good luck.  If this does not fix it, then I'm thinking an OS reinstall will be your only recourse.

Which version are you running exactly? Help > About.

You cannot update to the latest CC 2019 (version 20) on Windows 8.

It only supports Windows 7 and Windows 10 (versions 1709 and later).

Wow, John.  You are not wrong!  I really didn't like 8.1, but I am still surprised that it will not even run late versions of Photoshop CC

OS support for CC 2019 apps

deltaray   It looks like your options are:

    Update to Windows 10

    Install CC 2017

    Give up Photoshop

    Same.

I view it as Adobe's vote of no confidence in Windows 8.1 They clearly wanted to drop support for it ASAP. Dropping support in new versions of Cloud apps (Photoshop, Illustrator, InDesign etc) helps Microsoft's cause for Windows 10 adoption immensely and probably helps Adobe with future new feature plans too.

Windows 7 is probably still supported due to its stability and the sheer number of users.
