Make sure you document is in a color mode, like rgb, and not grayscale.

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?

Do you have a layer mask targeted they are grayscale channels you can only paint gray, black and white so only gray shades will be selected.

Just expanding on what @JJMack has already suggested. Look for the corner highlights on the thumbnails within the Layers panel. In my example image, the mask, not the layer content, is targeted. In such a case, even if I had selected a colour, Photoshop would paint with the equivalent shade of grey on the mask.

I don't have a layer mask.  The original image or background layer is a black and white line drawing and I am trying to color it. The color setting is RGB and when I use the color wheel to select a color the forground and background colors are always in shades of gray.  I will attempt to ge ta screen shot to share.  I have never had this issue before. In fact if I set up a new project with a plain white background, the colors work fine.

Could your brush, or the layer you are painting on have its blend Mode set to Luminosity?
