Are you cloning from one document to another?

If so both documents need to be at the same bit depth e.g. 8 bit or 16 bit. Check each in Image Mode

I'm trying to remove wrinkles from a neck with the healing brush, but I keep getting the

Could not use the healing brush because the source document has a different bit depth

message.  I have tried the 8, 16 and 32 bit selections under the Image>Mode dropdown,

but it doesn't work on any of the three settings.

No, not cloning from one to another. I have a single image in 16 bit but I keep getting the same message and have no idea how to correct the discrepancy.
