photoshop keeps crashing

I can not open photoshop version 22.4 on my surface pro x. Could anyone help me with this problem. I have creative cloud installed on my new surface pro x but every time I download photoshop beta it says that the version is not yet available and when i download other versions it just keep crashing. I have work to do using photoshop and it is getting frustrated not being able to use it. PLEASE HELP!!

What is the OS version? 

What have you done for all-purpose trouble-shooting for Photoshop 22.3.1 so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
