Pop up text when hovering over an image

Is there a way to create this in Photoshop?  I want to have text 'pop-up' on the image when the mouse is hovering over the picture when opened anywhere.  For example, I have a photo that I scanned (JPEG) and when I open it and have the mouse hover, the date/location (in text) of the photo appears.  Is there a way to create this effect in Photoshop?

Windows File Explorer can do that.  But that interactive effect is programmed by Windows, not Photoshop.   So it really depends on which software is used to view the image.  

Open a folder of images in Bridge.  When you click on one image, the corresponding metadata (if there is any) can be seen in a separate panel.  And you can add more metadata.  See screenshot.

Thank you.  I don't want the file properties, I want a caption to pop-up when I hover over the picture.  This is for a client that wants to be able to open the jpeg in any program and view the pic and see the caption only when hovering, not otherwise.

Tell your client, no-can-do.   Images by themselves don't DO anything.  They are not dynamic but static.  And there is no  way to program interactive tooltips for every possible JPG viewer on the planet.   That would get filed under the heading of  "Unreasonable requests from clueless clients." 

You could build a browser-based web app with interactive tooltips.  But that would consist of HTML, CSS and JavaScript programming for browsers only.  It cannot translate to images viewed in other applications.

What program is the other person opening in.

Phothshop - There is a note tool

Other - you coudl code a webpage with muse, or in acrobat you cooudl do a rollover javascript.
