Problem opening jpegs with c2 as a colour profile

I have read numerous posts in the forums and elsewhere online in how to deal with Photoshop throwing up the message of

Could not complete your request because of a problem parsing the JPEG data.

I am aware of the "workarounds", but this is not a "fix" is it? This is just a way to get around an ongoing issue that should be fixed at source.

I have several jpegs which have either been sourced via Facebook or Instagram, which cannot be opened with Photoshop CC 2015.5, without being opening first in another application, re-saved as a jpeg, and then re-opened successfully within Photoshop. This is a ridiculously long workflow, and I can't see why this is necessary.

I am using MacOS Sierra 10.12.1, Adobe Creative Cloud - Photoshop 2015.5.1

The images themselves are mere kb in size, so previous solutions of saying "it is the large size that is the issue", cannot be levelled there.

The images can be opened in every other non-Adobe application such as Affinity Photo, Pixelmator, Preview, any of the Macphun apps and plugins that actually work with Photoshop.

So why is it that Photoshop itself cant open these images? I see some answers that say "well it's because that's not the way Photoshop works and it looks at all the metadata etc etc, whereas these other applications ignore certain elements which explains why they open the files and Photoshop doesnt. But surely, this isnt really an answer is it, because of the numerous user that wish to open these files natively within Photoshop and not have to figure a workaround or open in another application first, then save and then edit the image.

I would welcome information as to whether this has an "official" fix from Adobe, or an "official" explanation as to why a product as complex and able as Photoshop cannot deal with an image that something as humble as MS Paint can?
