Pucker and Bloat tools in Liquify filter don´t work

It looks like something is wrong. Pucker and Bloat tools are not working, Twirl neither. There is a circle, but nothing just happens. Is it ok, if I try do do changes, new layer, which has made as background copy? Is it ok, if Brush Pressure is only 1 and its greyed out, so I can´t change it? Is there any way I could change that? Sorry about maybe a bit stupid questions, I´m just beginner. I have HP laptop with 14 inch screen, Windows 10, Photoshop 2020. What can I do?
