"Paste Remembers Layer" missing?

Hey folks!

Trying to do the magnifying glass effect and when I go to Copy/Paste from the image into the New file, it comes up blank! The first thing I found to check was the "Paste Remembers Layer" option in the Layers menu, but it's not there... I think ... ?
