Ram is full on Photoshop? (Surface 3)

I have seen other people writing about this but i have yet to find an answer that works for me. I have had a surface 3 for over a year now and i have love it. Recently i did a windows update and that messed up my pen where when i zoomed in it panned ( i seriously thought my pen was broken) i did some digging and saw it was a bug and was like okay no biggy ill deal till it is fixed. Then this morning i turn on Photoshop to do some photo manipulating just for fun and when i hit the magic wand it would say could not complete (action) because there is not enough memory (RAM). i restarted Photoshop, i have restarted my surface, I tried doing the preference - Performance thing but that gives me another error so i cant.... I even went as far as resetting my surface to factory settings because i thought something in the system was clogging my RAM. It luckily fixed the pen pressure problem, but the RAM is still messed up even though all i have is Photoshop installed at this moment. I don't know what to do i have used Photoshop on this surface for as long as i had it and i have never came into any problems until this past two weeks have been full of them. I can't even save work for crying out loud!.... Please someone help me. Will it be fixed on its own with updates? Is it another bug? I need answers D;

Once the update is installed, to allow Photoshop to manage memory the temporary fix needs to be removed.

I do not have a Surface 3.  I have a Surface Pro 3.  It is somewhat more powerful than a Surface 3.   Microsoft Pen uses  Windows INK API  in operation.   Microsoft has made several changes to Windows INK in the past few weeks.  Some messed up Applications like Photoshop  Image would scroll, pan, zoom, etc instead or  Painting.   There were workarounds and additional updates that fix the INK Problems.  Microsoft has also released Windows version 1803.
