When I use the rotate tool the image will rotate around the compass icon, but when I let off the mouse the image will "jump" to a slightly different spot.
I have this problem as well! When "let go" it jumps. All the way to the opposite corner and I have to drag the navigation box back to where I had it. Anyone?

I think I know what might be causing that. You're using the Window mode of the canvas, that's why when you rotate it, it positions the canvas using where you clicked and dragged as the middle point. Try to go to the Full screen mode pressing F and then use the Rotate Tool again. You can also use tabs instead of windows by going to Window > Arrange > Consolidate All to Tabs
