Ruler tool under Eye Dropper - Cant Find

I cant find Ruler tool from the Eye Dropper tool, (see the screen shot), hwere else can i go to open it.

i am on this version - Adobe Photoshop Version: 21.1.2 20200410.r.136

Towards the bottom of the Tools panel, click the 3 dots.

The Customize Toolbar dialog will open. You can any missing tools from the right column into the left column and click Done. If you wish, while you are in the dialog, you can save your Preset. That way you can quickly load your preset back again should anything in the Tools panel change later.
