Scale and rotate along a path

I'm trying to recreate the following lines in photoshop but I'm not sure I'm searching for the right keywords.

I've found tutorials for stroking along a path but I can't seem to get the brush to rotate as it goes along the path so the icile tips are either converging or diverging as you move along the path. Likewise, I've found tutorials for scaling along a path but they are always either increasing or decreasing.  I can't figure out how to make it vary along the path.  I'm looking for someone to point me the right direction please.

You can make a brush that follows along the path with the direction controlled by the angle. In the Brush Settings panel, click on Shape Dynamics and under Angle Jitter, set Control to Direction. Then you can draw a path with the Pen tool (make sure that up in the options panel, Path is selected in the dropdown menu as opposed to Shape or Pixels. With the path selected, select the Brush tool and go to the Path panel. At the bottom of the Path panel, click on the 2nd icon from the left. 

 

While you can make a brush and apply to a stroke in Photoshop, you could also try the brushes in Illustrator.

Thanks that wa teh missing piece.  Any thoughts on scaling?
