Scale with two or more reference points in Photoshop (like Illustrator)

The scaling tool in Illustrator allows the user to scale by matching two reference points. Scaling in Photoshop seems to require placing one reference point but always selecting one of the handles at the edge of an element (a corner or midpoint), which means you cannot scale by matching two reference points. Is there a way to mimic the Illustrator scaling behavior in Photoshop?

As of now only one reference point is avialable in Photoshop, however, you may suggest this idea here: https://feedback.photoshop.com/photoshop_family This forum is monitored by our developers and they might look into it for future releases.
