Scaling issues with Photoshop CC 2018

So, I recently got a new Lenovo Flex 5 14" (touchscreen with Active Pen), but Photoshop is either way too big or way too small. I was reading posts from a few years ago where Adobe said they're "still working on it". How long can it possibly take to fix the scaling?! My laptop's resolution is 1920x1080. I've tried multiple other resolutions, but none of them work. I also tried other methods (creating manifest files, etc) but they didn't help either. Is anyone else have the same problem with high resolution laptops/computers in general?

Do not use Adobe Photoshop CC 2X UI scaling use CC UI scaling set to 100%.  Open your Photoshop Windows 10 Shortcut Photoshop launching icon Properties and  use the compatibility tab and override  high DPI scaling performed by application, change it to System(enhance). Use Windows scaling instead of Photoshop's UI scaling.  NOTE: Both Photoshop UI and Image will be scaled by windows scaling.  With Windows 10 you no longer have to modify Windows Regstry and add Manifest filese to use windows scaling.

Already tried changing the UI scaling, and the "override high DPI scaling". I changed it to both System and System (Enhanced). Neither worked.
