Scribbler [2017]

Does anyone know of a filter, plug-in or app for Photoshop or Illustrator that produces the "Scribbler" effect as done in ZeFrank's "Scribbler 2" web page? It's an amazing effect, and would be a wonderful addition to my tool set!

It's been a long time since you came up with this question. Well, I am a Zefrank's Scribblertoo orphan. I created a lot of artworks on that website/app. Fortunately I found an app similar to that. Not exactly the same, but pretty, ´retty close. It's Krita. The developers are from India. It's a free app.

Krita is a free digital art app like Photoshop, and possibly the most well known alternative.  Scribbler is an effect that does this:

Hi Akash, I appreciate you looking, but the effect I'm looking for is very unique. I attached an example I drew, below. What this Flash web-app does, is that when you're drawing, other lines connect if they are in a designated proximity. You can see the web-like "scribbles" that are generated as you draw.
