Do you need the extended tool kit to write scripts for photoshop and illustrator?

Is there any documention on the available on the libraies that are available?

No, you don't need ESTK. any plain text editor will work. There is a transition from ESTK to Visual Studio Code.

I'm not sure about documentation for libraries.
