Scrubby zoom lag?

I'm currently using Windows 10 for Photoshop. I've searched around quite a bit for the resolution for this, sorry if this has already been answered in the past. Whenever I switch to a new layer, or even make a new one. Immediately after when I use the Scrubby zoom method using the Spacebar + ALT key. I get a huge lag not being able to zoom until 1 or 2 seconds. I did the same thing, but instead of using the two keys pressed together. I use the zoom tool immediately after switching layers and I get no lag whatsoever. Lag only occurs with using the two key method. Does anyone else have this problem? I know it's such a minor issue, but I flip through layers quite fast, it becomes an annoying hiccup over time.

Pc Specs:

Corei7-6700 CPU 3.40Ghz

GPU: GeForce GTX 960

Ram: 16.0 Gb
