setting and moving the anchor points on a layer ?

in after effects you can easily move the anchor point around for any layer so that it will pivot in a certain way when moved.

how can do this in photoshop?

    Hi

    Make sure that in Preferences >Tools  "Show Reference Point when using transform" is checked.

    Then just click and drag  the point to move it

    Turn on the center rotation point if you using CC 2019 and move that anchor point to where ever you want to rotate about. If need not be an other anchor poin location  or even within the transform boundry.

    one last thing.....

    is there a way to get it to stay there when you move it?

    i notice it immediatly resets to the centre of the layer once i have rotated the layer
