Simple Document Created in Fresco (iPad) not opening in Photoshop on PC

this has been working just fine.. but today, the download just seems to be taking forever... this happens when trying to open the document through the Photoshop interface, or if browsing to the document through creativecloud.adobe.com, and clicking Open in Photoshop.  Various documents have this issue.  however, seems to open fine on my Mac.
