Not available in the drop down menu. and Detect faces is not an option either.

Can anyone tell me how I can fix?

What is your image mode - is it RGB? . Skin tones and detect faces are not available in CMYK

Although not a single push button, I would argue that the sampled colour option with the plus eyedropper to custom select multiple colour ranges with custom fuzziness offers better results than prebaked setting that is targeting a predefined generic range of “skintones”.
