Smart Guides Gone on Transform

It seems the new 2019 update of Photoshop has removed/disabled Smart Guides when transforming. I used to be able to easily align an object when Transforming/Distorting it to the edges of previously Transformed objects.That doesn't seem to be the case any more.

What gives? Shouldn't updates make a product more useful, or at the very least maintain the same level of usefulness?

    Do you have smart guides checked in View > Show > Smart Guides ?

    Have you tried to place the objects on different levels?

    PS: Which Version exactly, which Plattform, which Computer?

    Mac OS High Sierra 10.13.6

    In previous versions, I can copy an area of pixels, say the front panel of box artwork and place it into a file on a new layer, with a 3/4 view of a blank box (each panel is a separate layer) and then TRANSFORM/DISTORT each panel's art to match the box's skew/perspective.

    Smart Guides are on, and they always allowed me to quickly and easily snap to the edges of each panel as I skew (DISTORT) the area of artwork.

    Now it seems Smart Guides only show up when I SCALE non-proportionally. (Which, speaking of, why did they swap the Shift key from proportional to non-proportional all of a sudden???)
