Strange error message: AdobeGCCLient.exe Entry Point Not Found

I don't even know if this is the right place to post this, but I can't find any other forum covering it.  I just upgraded to Win 10, because Premier Pro won't run in Win 7, but no matter how much I tried, and how much I wanted to use Premier, I just could not stand the Win 10 GUI or its little quirks.  So I reversed the process and downgraded back to Win 7.  A few problems arose that they don't tell you about, but for the most part it worked.  I had to reinstall several versions of Microsoft Visual Studio C++ because they disappeared, but the stinger is this error message.  Now when I start Photoshop CC, this screen pops up with this banner and message:

 

AdobeGCCLient.exe Entry Point Not Found - The procedure entry point PackageFullNameFromId could not be located in the dynamic link library KERNEL32.dll

 

The program runs ok, as do all my Adobe products, but this seems to be linked to a license authentication file, and if so, might these applications fail to run at some point?  Adobe online support chat had no clue what I was referring to and switched me up the line to a different unit which, after waiting for 12 minutes for a response, shut down chat and I never got an answer.

The Adobe software assumes that your computer has a cracked install... You may or may not but that's the error message means

The AdobeGCClient.exe is a process that runs as part of the Adobe Software Integrity Service validation testing, which checks for any tampering with Adobe Software program files or improper or invalid license. Huh?  I know what it does.  That doesn't explain why it's missing, and your link has nothing to do with my issue.  I could explain it again because I'm not sure you read my post.  Filling up my task scheduler?  What does that even mean? If you read the error, it says: AdobeGCCLient.exe Entry Point Not Found.  Doesn't say it's filling my task scheduler.  You're an Adobe employee? Wow.
