Photoshop CC 2016 - Does anyone know why the stroke command produces 45 degree angles at the corners of a square object when applied to the outside? I have reset the tool to no avail.

What exactly are you talking about? The Layer Style Stroke (then it is as expected), the Shape Layer Stroke (then you should be able to het corners), the command »Stroke Path …«, …?

Could you post a screenshot with the pertinent Panels/dialogs visible?

    1. I use the marquee to select the photo

    2. Edit selected from menu bar > Stroke > 30 pixels > Outside

    3. See photo for results. Stroke width does not matter.

That seems to be as expected. (edited)

You may want to go with Shape Layer Strokes instead.
