This App can't run on your PC

Question

I am new to Photoshop CC. I've started the downloads and the first download for light room I get this message and it tells me to find versions for my PC, contact software publisher. I have Windows 10 running, 64-bit. Is this edition to windows the reason this notification pops up on my PC? Can I get this to run on this PC?
