TIFF/PNG Images with vector overlays in Photoshop, possible?

Question

We publish a quarterly journal, and currently have to shuttle images between Photoshop & Illustrator just to add small (vector shape) overlays like arrows & lines.

I'd like to change our workflow but not reduce quality of (vector) output, and add these overlays in Photoshop... and then save the (exported) file with the vector shape intact, and with the vector shapeat at very high (imagsetter, 1200ppi) resolution.

Is this possible, while retaining the exported file container as a TIFF or PNG?

Goal is: retaining traditional ease of workflow & "placing" of externally-linked images in our layout program (we use both Quark and InDesign, don't ask!), but having these images output any embedded vector shapes at imagesetter resolution (1200 ppi).

I know... it sounds like I'm describing a PDF, but all I want is a TIFF with vector elements that are "recognized" at the imagsetter as "vector"... and ripped at 1200ppi, in TIFF. Am I dreaming? –Kevin

No, neither format is a vector image format.

eps, svg and pdf are possible output formats that maintain vector data, but there may be color management issues.
