UI Highlight Color

Hi,

Does anyone know how to set these kind of highlights / colors in Photoshop? I can't find it anywhere in the settings. Hope someone can help me!

They are not a feature of Photoshop, they would have been done using a screen/video capture application, normally for tutorials to highlight the options been used
