unable to relocate transform crosshair

Every now and again Adobe seem to like messing with peoples preferences, presumably via a pointless update. Now today I can't move the transform cross hair. I want to set a specific point to rotate from, but when I try and move it as I always do, the entire object moves.. so infact the crosshair/anchor point is pointless.

 

Any tips please? as Adobe have failed to resolve with me via their live chat.

Every now and again some people seem to like making nonsensical statements. 

 

Just to make sure: You are alt-clicking to set the Reference Point manually? 

Does changing it in the Options Bar work? 

 

What is your exact Photoshop version? 

What have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?
