My root directory has directories named "Use" + a Chinese character. These contain a subdirectory called "Adobe", which contains a file called PhotoshopPrefsManager-20190115-193624.log (different number for each directory).
I have Photoshop CC and Lightroom Classic CC installed.
What are these directories, and can they be safely deleted?

You can delete those files. They may be needed only when something goes wrong. I have, however, no idea about the Chinese character. May be you should through it into Google Translate. That tool is my best friend when checking foreign language texts.
