Using the touchscreen for Surface Book 2 in Photoshop 2020

Hi, I recently got a surface book 2. One of the draws for me was I was under the impression I could use the pen to draw in photo shop. I tried to look at previous posts that were having the same issue. They were older versions of photoshop. I tried creating the text file with the UseSystemStylus 0 and I can now use the stylus to click on buttons in photoshop but I still can't draw on the canvas. Can anyone let me know if they disabled this feature and if there is someway I can get it to work? Thank you!

This is a new computer that I just bought. I don't have a previous version to restore to. Also I tried the other solution in the other thread already and that didn't do it either. This doesn't help me.
