Watermark (Brush preset) won't release onto image

I have created a watermark to place on my image, but no matter where I click, or try to release, the watermark will not stay on my image. It just moves around the screen like cursor. This is the very last and final step and it shouldn't be this difficult, or it just isn't working. Please advise!

Ok, so you have define a Watermark brush and you can see it on the cursor? What kind of layer is active?

Why don't you make a new layer (Win: Ctrl Sh N or Mac: Cmd Sh N) and click with the Brush tool again. Did it work this time?

I can move the watermark around the image, but it won't "drop" upon release

or by clicking. I re-opened the image to try again, added a new layer

(layer 1) but it still wouldn't do anything.
