What is the difference between scaling images with free transform and scaling with transform tools?

With Edit > Transform > Scale you can only scale, with free transform you can rotate, distort, scale ...

Scale limits your transforms to just scaling, whereas with free transform, you can transform the image in a variety of different ways, especially I'd you use modifier keys.
