When I save a psd file as a png file it merges my layers.

I am at a loss, sometimes it does, and sometimes it doesn't. Not sure what is going on.  I need my work to be saved in separate layers and it isn't always doing that when I save it as a png.

Png file format does not support layers.  You can also save a layered file as well as image files formats  that do not support layers like jpeg and png. PSD, PSB and Tiff support layers. You can save more than a single file format from a Photoshop document.

Yep. Exactly as JJMack said. a .png file will never have layers. a .png (Portable Graphics Format) is a file format mostly used for uncompressed raster images on the internet. It was created to replace the older GIF (Graphics Interchange Format) and like the GIF, it allows you to use transparencies, creating key able elements out of logos and so forth. So it won't utilize layers at all. For that you need a PSD, PSB or a TIFF.
