where can i download oil paint plugin?

Update to CC 2015.1.2 if you have not already. That has the Oil Paint filter.  Then look under Filter menu > Stylize.

If it is dimmed out, that does not mean it is missing. OpenCL may be disabled.

Oil Paint is greyed out
