Why is batch process rotating my photos 90° from normal already auto-corrected position?

With new Windows 10 and Photoshop CC installation, the batch process function is rotating the photos 90° counterclockwise.

I have used batch processing for years to create jpgs from a folder of raw files. 

With the new installation, where the only action is save as jpg, and and another test batch action has a file info action also, after the first image in the folder is batched processed, the rest are being rotated 90° counterclockwise.

I am not sure why this simple batch process with just a couple of actions is rotating the photos so they are oriented 90° out of position.
