If I make a custom brush on one computer and then get another and download and log into Photoshop, will my custom brushes save over computers?

Sorry but that didn't help. It told me how to share and save libraries but I still can't move a brush to the libraries

I checked my self and can do it. Make sure your Brushes Panel is separate from the Libraries Panel, then drag to any brush into it as shown in the screenshot.

I believe you can create libraries and save your brushes in your libraries.  Your libraries will be save in the cloud and you will be able to use you libraries on the machine you use your subscription on and your libraries will be synced with the cloud.

I do not use libraries and have turned off cloud syncing in the Creative Cloud Desktop application preferences.  I just copy files between machine over a network connection.

No those are groups of brushes in you Brush Palette.  Use Photoshop menu Windows>Libraries toe open the Libraries Palette.  Create a Library and drop the assets you want to share in it like a collection of brushes.  I do not use libraries so My Library is empty.
