I need to use a 3rd party plugin that needs to run in XP mode. I am having errors loading my old version of Photoshop CS4 on a new PC. So, I thought I'd ask if I can use this XP mode plugin in Photoshop CC 2017 ... in Windows 7 Pro 64 bit.

I have never seen any thing referred to as xp plug-in in and version of Photoshop.
I believe Microsoft has downloads for both Windows 7 and Windows 10. That you can install a virtual machine and run Windows XP in it. Just remember Microsoft no longer supports Windows XP and you really do not want to run Photoshop in a virtual machine as your normal way to run Photoshop.
What does the Photoshop xp Plug-in do? Have you looked for a replacement? What is the name of the 3rd Party plug-in the requires XP?
I never installed CS4 but on Windows 7 a ran many versions of Photoshop. PS7, CS, CS2, CS3, CS5 and CS6. IMO you would be better off with CS3 than CS4.
On windows 10 I have CS2, CS6 32bit & 64Bit, CC 32bit and 64Bit, CC 2014, CC 2015, CC 2015.5 and CC 2017 installed. All version of Photoshop have bugs but they are quite stable when all the Adobe update are installed. CC 2014 and CC 2015 work best for me.

I normally use Photoshop CC, but the old plug-in Corel KPT will only run in 32 bit XP mode. If need be, I'll run my old and new PC with a KVM switch, with only CS4 & Corel KPT loaded on the old PC. I've already asked MS and Windows 10 does not support XP compatibility mode. Actually, my problem with loading CS4 on my new PC is simply that windows crashed after loading both photoshops, and I actually needed Adobe to clean up the broken loads of Photoshop CC and Lightroom CC. They however, will not touch old versions. Uninstall and Reinstall does not do the trick.

On my Window 10 system I have the following 32bit version of Photoshop installed CS2, CS6 and CC. I can not find a trial download of Corel KPT collection so I can not test the see if they run.
Did you try Adobe Cleaner? Use the Creative Cloud Cleaner Tool to solve installation problems

If your interested corel kpt runs in the 32 bit version of photoshop cc 2017.
One just needs to set the path to the kpt install as an Environmental Variable for windows.
Advanced System settings>Environmental Variables>Path
The below can be added as a New variable at the bottom of the dialog
C:\Program Files (x86)\Adobe\Adobe Photoshop CC 2017 (32 Bit)\Plug-ins\KPT Collection

Also works in 64 bit windows photoshop using the 32bit plugin bridge from Mediachance.

I follow step by step what you do, but i keep having the same problem. I want to use kpt 7 on photoshop cc 2019. I INSTALL IT AT PLUGINS FOLDER AS ALL THE OTHER PLUGINS I HAVE. BUT THIS DOESN`T APPEAR AT THE LIST. PLEASE SOMEBODY HELP ME 😞

This may or may not work for your plug-in
R-click the icon and select properties
Select the compatibility tab
Go down to "compatibility mode"
Select the run ............. check box and then select what version of XP you want PS and your plug-in to open in.

This is what I did with Photoshop CS4, but it did not work with CS5. CS5 wouldn't even accept the plug-in. I thought I'd ask before trying with CC 32 bit and I'll keep the 64 bit for real work. I'm not even sure CC gives you the option to run both anymore.

The KPT Collection is a 32 bit plugin and photoshop cc 2019 is 64 bit and requires 64 bit plugins, so that's why it won't work for you.
You'd need a 32 bit version of photoshop to run KPT.
