Zoom increment (with mouse wheel) suddenly zooming too fast

I like to use the mouse wheel to zoom in and out in Photoshop. I've used this feature for years. Suddenly though, the zoom increment is not going at the normal 25%, 33.3%, 50%...etc. If I start at 25%, it increments from there to 65%, then 169%, then 439.4% then 1142.44%.

That's 4 mouse wheel increments that takes me from 25% all the way to over 1100%.

It's never done this before and I have no idea how to change it back to the correct settings.

I don't believe it is my mouse drivers as mouse scrolling works properly in all other applications.

Any suggestions???
