I'm sure my German is worse than your English! The translating of your writing to English is done by computer. I have and use a 1 year old Samsung smartphone and have no difficulty editing the video files from it in Premiere Elements 2024. I typically have my smartphone to record with the H.264 codec and 4K at 30 frames per second because that matches other cameras I use.

Thanks for providing the clip. I loaded it in Premiere Elements 2024. I have a Windows laptop computer and have installed the HEVC codec from Microsoft for $.99 many months ago. I had no trouble with your clip. I started the project with it and then added other clips to the project. I checked the Properties of your clip and it does have the HEVC codec and variable frame rate (VFR). Historically, those two traits have caused trouble for Premiere Elements, but the current version is fine as long as the codec is installed.
I looked up your phone instructions. If you open the camera app and pick settings there is a place to turn off HEVC and turn off variable frame rate. Those two features have a purpose but make all video editing software and the host computer work harder. Some computers seem to stumble. If simple sharing of the clip on social media is the goal, HEVC and VFR have some advantage. If editing is the goal, they don't have an advantage.

Entschuldigung! Mittlerweile bin ich deprimiert und filme nicht mehr. Somit ist mein Problem mit Adobe Photoshop Premiere gelöst.
