add a background image in premiere elements 2021

is it possible to add a background image in premiere elements 2021 that will constantly play in the background for the entire video?

Can you be more clear on what you are trying to do?  But, the answer is yes.  Without knowing more about what you are trying to do, my suggestion is to put the background image on track 2 above the primary image.  Then, adjust the opacity of track 2 to 'see' track one through it.  

The other way would be to shrink the primary video while it is on track 2, while the background is on track one at full opacity.
