I purchased Adobe Premeire Elements 2018 and installed it successfully. I am able to open the launcher but when i try to open the video editor it gets stuck on a loading screen that says, "Loading PlayerMediaCore.prm". I never does anything after that, just sits there loading...
System Specs:
Windows 10
Inter 17-7700k 4.20 GHz
32.0 GB of ram
Nvidia GTX 1080 8GB

I just went through that and as far as I can tell it did not change anything. It still is hanging/freezing on the loadup. "Loading Player MediaCore.prm"

A google search for "MediaCore.prm" suggests a connection to a plug-in for Premiere Pro. It does not appear to be a file from the installation of Premiere Elements 2018.
Adobe customers can get installation help in a "chat" session at Contact Customer Care .

Can i just remove the plugin altogether?

I would certainly think so, but I can't guess how or why it was first installed. Nor do I know how it works. You might try renaming it to "mediacore.old" if you don't want to remove it. Again, I know nothing about that plugin.

Ok, now that I deleted that Plug-in and tried to open up the editor it started loading up the same as before but instead of getting stuck on Player MediaCore it just simply closed the program and acted like I never opened it. I have now uninstalled Adobe Elements 2018 and was wondering if you know where to go on Adobes sight for the current virtul download.
I downloaded it from Adobe yesterday but maybe I didn't download the correct version.
I also tried installing with the CD but that produced the same result.
