Adobe Premiere Elements 2019

I couldn't open Adobe Premiere Elements and I got this message : 

“Adobe Premiere Elements” is damaged and can’t be opened. You should move it to the Trash.

This file was downloaded on an unknown date. Is there any way to fix it?

If it were me, I would uninstall and reinstall through the operating system.

Normally I can "google search" any Adobe error message and find other incidents where that error message has come up.  In this case, there are none.   Nor does the idea of moving any application "to the Trash" sound feasible.   

 

The wording, as it is, suggests the possibilty of a virus, scam or counterfit software.    

 

Hoping that I am wrong, it would help if you could try opening PrE again and get the exact, word for word error message?
