When I edit a movie in Adobe Premiere Elements 2021, the next time I open the program, the whole movie is red and offline.
What has happened and how do I get the film back

Make sure your movie is sitting on a local drive

and not your camera card or external drive which you disconnect.

  • In the Expert view, click Project Assets.
  • In the Project Assets panel, double‑click the offline file. Where Is The File [name of the file] dialog box appears. Locate the source file, select the file, and click Select.

Adding to Ann's repair method, it is necessary to know that with video editing the source clip files are not "in" the project.  Instead, they are referenced and linked.  They have to stay where they are or where you put them when you start and build the project.  If they don't stay there, the project will not re-open.

Bill beat me to the essence of what you need to do... but I will add some details

I copy all video & picture files from my camera to a folder on my E drive (separate physical drive, not a partition on my boot drive)

When I start a new project and use the files in that folder, my project will show an error if I move a file to a different location OR I rename a file in that folder

If you use an external drive of any kind you need to LOCK the drive letter in Windows so if you unplug and reconnect that external drive the drive letter stays the same
