There is no way you can properly convert SD (miniDV) to HD with Elements.

You need 3rd party software, not cheap, but it does an excellent job.

I have used this software on D8 footage and upscaled to 720p. Looks great on our 4K tv.

You can do some very basic color correction with Element, but that is it.

If you really want to clean up footage, you need Premiere Pro or some other more professional editing software.
