Adobe Premiere Elements 2024 Not Loading

It won't load. I click open and the computer makes noise but nothing happens, no splash screen nothing. I go to task manager and it says the program is using 27% of the CPU, but nothing is happening.

I've tried many of the fixes, File 16.0 doesn't exist. 

my computer is an old Dell i5 computer, about 10 years old, it runs Windows 10.

PRmiere worked up untill a month ago. I've unistalled it and all that, but nothing. This is so frustrating.

Open  Task Manager and ensure that Premiere Elements is not running in the background. End it if it is and then try starting.

 

If that doesn't work, right-click on the launch icon and select Run as Administrator.

That's exactly what I have done, and it now works.  The remaining issue is that I have to do that every time I open the program, which is very annoying.  I just wish they would just fix it and get it over with.

 

I just wish I had come across your solution earlier, I was ripping my hair out trying to find a solution for this ridiculous problem.  Either way, thanks for putting it out there Steve.

What changed a month ago... did Win10 do an update?

 

If a Win10 update caused the problem it is due to 'something' in the operating system changing... that COULD be a device driver such as the driver for your video card

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
