I use PE 2021 (Video Editor) on a WIN10 desktop.
Normally I create videos by first adding clips from my HD Camcorder & then possibly adding JPEG files from a digital camera. When I do this the Project Settings (Frame Sizes) are 1920 / 1080 as expected. I generally apply the Pan & Zoom effect to the JPEG files.
Now I intend to make a video only using JPEG files from the digital camera, applying the Pan & Zoom effect, adding titles & so on. If I just add a JPEG to a new project the Project Settings (Frame Sizes) are 3840/2160 which, if I share & export, would by default be 4k (Ultra HD). But given that I will be Panning & Zooming that might not be the best setting.
I'd be happy to have just HD. I suppose one way would be to first import an HD video clip to set the project settings, add the photos & remove the video clip.
Any alternative advice?

Create a new project with your usual process of starting with a video file so you have the settings you want... then delete the video file so you have an empty project with your desired settings
Save that project with a name that is 'something like' EMPTY
Add your pictures and do a 'save as' to make a real project name
The next time you want to use only pictures start by opening your EMPTY project

John's system would work. It inspires me to make a set of project preset templates!
I don't have 2021 still installed so I can't give you a screenshot. But, on the 'New Project' there is a small check box to force it to remember the settings you pick. It is the same screen where you name the project and pick the location for it.
