Are Titles, Transitions, etc regarded as segments

When rendering or exporting my 4hr .prel file, it says "completed 1 of 19 segments, 2 0f 19 segments, etc.

 

QUESTION: Are Titles,Transitions, etc regarded as segments??  (I suspect the answer is yes but would like confirmation.)

 

The reason for the question is that the rendering process is quite fast through the first 14 segments, then almost comes to a halt on the 15th - I'd like to investigate the 15th in more detail to find out if there's a problem with that segment.

More on my question:

 

I cut my almost 5hr .prel file down to about 2 1/4 hrs.  Rendering went quite fast, about 5 min. total  It still said there were 14 "Video Previews"  ((I called them segments before)

 

QUESTION:  What is a "Video Preview"???

 

When I include Titles, Transitions, and video segments, I have way less than 14.

The mystery thickens:  The rendering of a 251,018 frame video was very fast untill about 220,000 frames were completed, then the rendering process slowed to a crawl. (It's now down to about 1 frame/sec)

SO: about 3-4 min for the first 220,000 frames, then 30-40 min for the remaining 30,000 frames!!

 

This points to an Adobe programming problem - not cleaning out some temp storage space (cache?)
