Bookmark within a video

I have a long video that I'm planning to upload to a YouTube channel. Because of its length, I need place bookmarks that several intervals, so the viewer can jump to specific topic.  Can this be done in Premiere Elcmnt 2022?  Or it best done after uploading to Youtube?

I have never used them, but PrE has https://www.youtube.com/watch?v=E3Rech6P0-0 movie menu markers... but I think they are only for creating a DVD, so I don't know if those markers would carry over to an exported file that you would upload to YT
